11 MW Waste to Energy Facility Under Construction in Leeds

Construction work on Veolia’s 214,000 tonne per year waste to energy and recycling facility is to commence this week in Leeds. The facility, which is being built by Scunthorp based Clugston Construction, will feature a mechanical pre-treatment process for the recovery of recyclables from incoming black bag wastes and a subsequent energy recovery facility for the treatment of the remaining waste fraction with a capacity of 164,000 tonnes of residual waste. Once operational in 2016, the Leeds City Council said that the facility will save around £200 million over 25 year life of its contract with Veolia, as compared to sending the waste to landfill. According to Veolia, the facility will export approximately 11 MW to the local electricity distribution network and will be classified as a ‘recovery’ operation as defined by the Waste Framework Directive 2008/98/EC, Annex 2, R1 formula. The plant has also been designed to be CHP ready, with opportunities to link the facility to heat users in the Aire Valley are being investigated by Leeds City Centre. The main part of the facility will be a wooden-framed and glazed structure which is planned to eventually become a living green wall covered in plants and be the largest of its kind in Europe. The building itself will be 42 metres in height, 125 metres long and 35 metres wide. It will feature a glass walkway and visitor centre. The council added that the facility will help the city to achieve its long-term target of recycling more than 60% of its waste. “As well as providing a long-term solution for managing waste, diverting substantial amounts of waste from landfill means we can save an eye-watering amount of money,” commented Councillor Mark Dobson, Leeds City Council’s executive member for the environment.
