Jan 22 Event for Contractors Interested in £600m Project : Market Information Event for 78MW Waste to Energy Project in London
North London Waste Authority (NLWA), which is comprised of seven north London boroughs (Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest), is holding an initial Market Information Event for contractors interested in being part of the North London Heat and Power Project (NLHPP) at Edmonton EcoPark.
The event will take place on Wednesday 22nd January 2020 in central London and will be the first of three Market Information Events focusing on works associated with the delivery of a new £600 million Energy Recovery Facility (ERF), as part of the North London Heat and Power Project (NLHPP) at Edmonton EcoPark. Procurement for the ERF is expected to launch in mid-2020.
The ERF, which will be capable of generating up to 78 MW of electricity, will be the first in the UK to use Selective Catalytic Reduction for emissions removal, and use a combined wet/dry flue gas cleaning system to make it one of the cleanest in the country.
The appointed contractor will deliver all design, engineering, procurement, construction, commissioning, testing, operator training and handover requirements for the new ERF including all buildings, infrastructure and works.
The key component is the design and construction of the ERF which will treat up to 700,000 tonnes of north London’s non-recyclable waste. The NLHPP is set to be a crucial asset for north London and is part of NLWA’s positive action to tackle the Climate Emergency and treat unrecyclable waste in the most cost-effective and sustainable way.
As well as providing a new world-class ERF, under a separate contract the NLHPP is also providing a new education and community centre known as EcoPark House and a Resource Recovery Facility which will maximise recycling from bulky waste and for the first time ever will enable residents to bring their recycling direct to the EcoPark.
The NLHPP will deliver at least 100 apprenticeships and 225 on-site skills training opportunities for the local community during construction.
This Market Information Event is for contractors who want to deliver the ERF project as part of the NLHPP programme and will provide the opportunity for contractors to gain more information about:

The works package value, programme and contract details,
The approach to procurement,
Balance of risk between client and contractors,
Working collaboratively to deliver outcomes, and
Social value objectives.
Preparatory works to deliver the NLHPP commenced on site in early 2019 and NLWA is looking forward to engagement with potential contractors who want to deliver this ERF project, which will be a model for public sector project delivery.
Attending the event
The purpose of the Market Information Event in January is to engage contractors by explaining the opportunities associated with the works and invite views from interested contractors for the delivery of the ERF. Following the first event in January, a further two events will be held where NLWA will present updates to the procurement strategy following feedback received from contractors. At the event there will be a chance to meet the project team and ask questions.
